Community Engagement Strategy and Policy Survey

Community engagement includes seeking community input and keeping the community up to date. It happens in a variety of ways including surveys, information sharing, community sessions, focus groups and more!

Community engagement includes informing community on projects, decisions and services which can impact our community. When you can shape outcomes or decisions Council seeks input from you. Legislation, grant funding, budget and other factors influence when and how Council seeks engagement.

The level of impact community input has changes based on the IAP2 spectrum explained below. We will not seek community input if there is no ability for community to shape outcomes.

When we seek community engagement on our work, we want the community to have their say to help shape projects, decisions or services.

What is IAP2?

IAP2 stands for the International Association for Public Participation. The IAP2 has a Planning Framework and Spectrum of Public Participation which are used internationally.

Council aligns with IAP2 alongside other Councils and organisations across the world.

The spectrum helps to show that engagement looks differently depending on how much influence the community/public has. Council has a wide range of projects, policies, decisions and services which we ask for feedback or input on. 

This engagement can look different each time depending on legislation, grant funding, budget and other constraints. Engagement therefore falls onto a spectrum under one of the following: inform, consult, involve, collaborate or empower. The level on the spectrum is determined by constraints.

"Wellington Shire Council believes that our community can experience the level of ‘empower’ (or empowerment) in decision-making, when it elects Council every four years."
