What is a Development Plan

A Development Plan is a strategic design tool that outlines the preferred outcomes for developing a large area of land. It highlights the essential infrastructure needed to ensure coordinated and integrated growth. By preventing a disjointed approach to development, the plan helps avoid poor land use planning and ensures connected and well-serviced communities.


How to get involved

Comments on the draft Development Plan can be provided in the following ways:

Any comments must be made in writing via the above options and include your name and contact details (address, phone number and email address). Please ensure that any comments are submitted by 30 August 2024.


Please note Council may provide copies of any comments received to the Development Plan proponent/applicant as part of the draft Development Plan application process (including electronically). Your personal information will be protected as per the requirements of the Privacy and Data Protection Act 2014. This includes no unauthorised disclosure of personal information that is not reasonably required for the primary purpose of its collection.


Stratford – Planning Background

The Development Plan bridges the gap between the high-level guidance of the Stratford Structure Plan and the detailed planning permit applications for subdivision and development submitted by developers.

The land within the Development Plan Overlay 1 (DPO1) area was rezoned for residential development on June 15, 2000, with approval from the Minister for Planning through Planning Scheme Amendment NPS1. This rezoning formally established the land for general residential use, as outlined in the Stratford Structure Plan.

Following the Wellington Planning Scheme requirements, the Development Plan details how the land can be developed for residential purposes in line with relevant planning provisions. The Development Plan for Carter Street specifically addresses the requirements of Clause 43.04 of the Wellington Planning Scheme: Development Plan Overlay – Schedule 1 (DPO1).

A well-crafted Development Plan serves as a crucial link between strategic planning and actual development. It guides the Council, developers, and the community on the planned development of Stratford over time.


Public Notification

The draft Development Plan is currently on a period of public notification, as per the requirements of DPO1. Documents associated with the draft Development Plan can be found in the 'Supporting Documents' tab including the Plan's report.
