Draft Residential Road and Street Construction Plan – Have Your Say
Wellington Shire Council is updating its Residential Road and Street Construction Plan and we want your feedback.
The plan outlines how Council applies Special Charge Schemes to upgrade existing residential streets, such as sealing roads, adding footpaths, drainage, and kerb and channel. It also names priority locations for residential roads or street upgrades in the municipality.
Wellington
Shire Council is one of the few councils that help pay for Special Charge
Schemes. Without this contribution, property owners would need to cover 100% of
the upgrade costs. Council currently covers around 60–70% of the total cost of
a scheme.
We are seeking your views on the fixed fee, which roads and streets should be included, and the level of community support required for a Special Charge Scheme to proceed.
Your input will help shape future upgrades and ensure the final plan reflects community needs, expectations and local knowledge.

Residential roads and streets play a big role in how we move, connect and live, playing a role in:
- Accessibility and safety for pedestrians, cyclists and drivers
- Infrastructure planning for new and established neighbourhoods
- Long‑term maintenance and sustainability of our road network
Council is committed to maintaining our existing 3,000 km road network, footpaths and drainage assets. New roads in subdivisions are paid for by developers, with costs ultimately passed on to property owners. However, upgrades to existing residential roads are funded through Special Charge Schemes.
