Proposal

The proposal is an application for approval of a Development Plan for 85 lots in the area bound by Friends Road, Williams Road, Willung Road and Hoopers Road, Rosedale, in accordance with the requirements of Development Plan Overlay 8 (DPO8) of the Wellington Planning Scheme.


What is a Development Plan

A Development Plan is a strategic design tool that outlines the preferred outcomes for developing a large area of land. It highlights the essential infrastructure needed to ensure coordinated and integrated growth. By preventing a disjointed approach to development, the plan helps avoid poor land use planning and ensures connected and well-serviced communities.

Comments or feedback must be submitted by Thursday 17 July 2025.

Your personal information will be protected as per the requirements of the Privacy and Data Protection Act 2014. This includes no unauthorised disclosure of personal information that is not reasonably required for the primary purpose of its collection.


Background

From Thursday 1 December 2022 to Monday 23 January 2023, Council undertook a formal period of public notification of the original draft Development Plan. Feedback received during this initial notification period have necessitated updates/changes to the original draft Development Plan documentation and reports.

As a result, Council will now undertake a formal re-notification period for this draft Development Plan


Rosedale – Planning Background

The Development Plan sits between the high-level planning direction provided by the ‘Rosedale Structure Plan (2012)’, and detailed planning permit applications for subdivision and development submitted by developers.

As a long-established area identified for future rural living within the ‘Rosedale Structure Plan (2012)’, the land subject to this Development Plan (DPO8) was rezoned with the approval of the Minister for Planning via Planning Scheme Amendment C86, in October 2015 to allow rural residential development to occur. The fundamental principle of rural living development on the land has therefore been formally established in legislation.

As a requirement of the Wellington Planning Scheme, the Development Plan has been prepared to demonstrate, in detail, how the land can be developed for rural living purposes, aligning with the relevant planning provisions. The Development Plan for the Rural Living Area Bound by Williams Road, Willung Road, Hoopers Road and Friends Road, Rosedale, addresses the requirements of Clause 43.04 of the Wellington Planning Scheme: Development Plan Overlay – Schedule 8 (DPO8).

A well-crafted Development Plan serves as an important link between planning direction and on the ground development. It guides the Council, developers and the community on how this area of Rosedale should be developed over time.


Next Steps

At the conclusion of this public notification period, Council officers will consider all comments and feedback received, and where appropriate and relevant to do so, will use this feedback to inform the final Development Plan.

Please note that comments/feedback received during the initial public notification period between Thursday 1 December 2022 to Monday 23 January 2023 will continue to be reviewed and assessed.
